保税储存的货物不能进行任何的加工工作；
　　海外货物进入保税区储存，不视同进口，免税免证，保税区仓储货物运出海外，不视同出口，免税免证，进出仅办理海关备案手续；
　　海外货物进入保税仓库储存，视同进口、缓税缓证，货物运出海外，视同出口，免税免证，进出必须办理海关进出口手续；
　　国内企业与海关实行电脑联网，货物进出采取EDI电子报关；
　　只有少数大企业实行EDI电子报关；
　　对保税区展示的进口商品，海关按保税货物进行监管，手续简便，即不需交纳关税抵押金，不受展示时间限制，只需在海关登记备案即可；
　　需凭批文向海关申报，办理暂时进口手续，并交纳相当于关税的抵押金，限制复运出境。
